I'm writing you to help get Pres. Préval to execute a court order he has been sitting on since 2006 to open the Banque Haïtienne de Développement- BHD which would allow the Galette Chambon land cooperative in Ganthier (on the way west to the DR)to incorporate 15,000 refugees permanently. They are a green, democratic, education for all cooperative.
The BHD was suspended illegally in 2002--you probably know about this--and the PAP district court ordered the National Bank to reopen it in 2006. Without this kind of cooperative owned bank, no development can take place.
The Galette Chambon model could be replicated around the country and take care of hundreds of thousands of victims with a permanent solution. Time is running out.
